Admission Schedule for MBBS and BDS

Chennai: Issuance of application forms for M.B.B.S. and B.D.S. courses in the State will begin on May 28 and the admission process will come to a close on September 30, according to the schedule announced by Health Minister K.K.S.S.R. Ramachandran on Saturday.

Mr. Ramachandran told reporters here that the admission process would be notified on May 27. As per the schedule, June 15 will be the last date for sale and receipt of application forms. Publication of the merit list is slated for June 22.

Counselling:

The first phase of counselling will start on July 2 and go on till July 7.

Abolition of Entrance Test for Law Courses Challenged in Court

Chennai: A Tamil Nadu Government order abolishing entrance test for admission to law degree courses has been challenged in the Madras High Court.

In his petition, Bagyaraj of Pudukuppam, Alamathi, Chennai, submitted that the process to admit students through an entrance examination to law courses was followed for the past 24 years. By adopting such a system, irregularities and favouritism were avoided.

For this academic year, the Government has issued an order abolishing the common entrance test for admission to B.L. (Regular) - 5 years, B.L. (Hons.) - 5 years and B.L. - 3 year courses. The order said the criteria for admission would be percentage of marks obtained by candidates in the qualifying examinations for all subjects, excluding languages.

Chennai: With a view to helping the students, the results of the diploma courses conducted by the Directorate of Technical Education will be published well in advance this year, on May 28. Normally, the results were published in the first week of June.

The directorate has decided to introduce a secret code in the diploma certificates, to be issued to the successful students, with a view to identifying fake certificates, and official release here said.

Free Coaching Scheme for SCs, OBCs Revamped

New Delhi: A scheme for providing free coaching to SCs/ OBCs and minorities is being revamped with the creation of the Ministry of Minority Affairs.

A high-level panel headed by additional secretary of the Ministry of Social Justice and Empowerment is being constituted, which will select the institutions and coaching centres, including the privately-run classes.

According to sources, an Outlay of Rs.40 crore would be earmarked for implementing this scheme.

Counselling Fee for Engineering Admission Waived

Chennai: Higher Education Minister K Ponmudy on Thursday announced that the counselling fee for admission to BE/B Tech courses would be waived, and 50 per cent concession on the bus fare would be allowed for outstation candidates and one person accompanying them.

Addressing a press conference here, the Minister said the counselling fee had earlier been reduced to Rs.200 and now, the government had decided to waive it fully. The concession in bus fare can be availed of by showing the hall ticket.

Ponmudy said counselling would be held for 2,000 students per day and each student would be given 15 to 20 minutes to select the college. Special buses will be operated from Koyambedu bus terminus as well as other important points in Chennai.

Chennai Region Tops Again in CBSE XII Results

For fifth time in row; overall increase of 1.09 pass percentage points

New Delhi: For the fifth successive year, the Chennai region, with a whopping 91.39 pass percentage, has retained its top position in the Central Board of Secondary Education's Class XII examinations.

There has been an overall increase of 1.09 pass percentage points from 79.55 per cent last year to 80.64 per cent this year, with girls outshining boys once again.

The overall pass percentage of girls was 85.02, compared to 77.37 by boys. Girls have also outdone boys in all six regions — Ajmer, Panchkula, Delhi, Guwahati, Chennai and Allahabad.

Bharatiya Janata Party Opposes Sex Education in Schools

Chennai: The state unit of the Bharatiya Janata Party (BJP) strongly opposed the proposal of the Tamil Nadu Government to introduce sex education in schools.

At a seminar here on Thursday, the speakers from the party highlighted the evils of including sex education in school curriculum.

Presiding over the seminar, party president L Ganesan said, ‘‘Sex education is totally against Indian culture and no Hindu, Christian or Muslim will speak in favour of it. No civilized teacher will come forward to teach the subject,’’ Ganesan said and added that the Maharashtra and the Madhya Pradesh Governments had already rejected the proposal.

Medical Counselling from July 2

Chennai: Counselling for medical and para-medical courses will be held from July 2 to 8, Higher Education Minister K. Ponmudy said here on Tuesday.

Counselling for engineering courses would begin the day after counselling for medical courses ended. It would go on till August 15.

More than 87,000 applications had been sold so far for engineering courses. Mr. Ponmudy claimed this was an indication that more rural students were applying for engineering courses. The Higher Education department expected 1.2 lakh applications to be sold this year. There were 65,000 seats in engineering courses in the government quota and another 35,000 in private engineering colleges. Counselling in private engineering colleges would begin only after the conclusion of counselling for government seats.

Stiff Competition ahead, Cut-Off Congestion

The projected struggle to make the cut-off grade indicates a big challenge ahead for CBSE candidates, and the need for a robust normalisation score.

The results of the Plus-Two examination, released last week, have only confirmed what was expected all along: that in the absence of a streamlined mechanism for ranking and standardisation, the abolition of the common entrance for professional admissions may not exactly benefit those for whom it was intended — students from educationally backward and rural districts, especially for engineering seats.

An analysis done by Jayaprakash Gandhi of Turning Point, a Salem-based educational consultancy firm, has thrown up interesting possibilities: A total of 3,35,012 students appeared for the Plus-Two examinations under the science group this year, compared to 2,99, 187 students last year. With the pass percentage also going up, the rush for professional courses is expected to be more this year.

ALBUQUERQUE (NEW MEXICO U.S.): When 17-year-old Rishin Behl was fidgeting with his laser beam apparatus a few months ago, he would not have quite known how far the beam was going to take him. On Friday, however, he saw his little experiment graduate into a $1,000 prize-winning project at the Intel International Science and Engineering Fair (ISEF) 2007.

He was among the prize winners in the Earth and Planetary Sciences category of the ISEF, which concluded here on Friday.

"The laser beam reflected on my window glass when an aircraft was passing by. I suddenly noticed the glass shaking. That gave me an idea," says the chirpy teenager. His project, "A novel design for magnetic levitating seismograph," is a product of his spirit of enquiry that questioned the inability of seismographers to detect the tsunami.

Girls Excel Again in Plus Two Exams

Chennai: Girls stole the show at the Plus Two examinations, the results of which were released on Monday.

Led by Chennai students, they had an 84.6 overall pass percentage, compared to 77.4 by boys. The girls' performance this year was better than last year (75.4 per cent), while boys did better by 7.2 percentage points.

The overall pass percentage in the State this year is 81, compared to last year's 72.9, with schools in Namakkal producing a clutch of State toppers.

The All India Council for Technical Education, a Statutory Body of the Government of India established by an Act of Parliament has been entrusted with the responsibility for prevention of commercialization of technical education. Charging of any fee over and above the fee approved by the State Fee Committee and/or the competent authority / University shall be construed as Capitation Fee. Chennai: The selection process for admission of to law degree courses will begin on May 21.

According to an official release, the issue of application forms for the three-year and five-year law degree courses, including the five year honours degree courses, will commence for issue and receipt of filled-in application forms is June 15. The rank list will be published on June 29.

Training Programme for School Drop - Outs

Coimbatore: Local Industries have started a skill training programme for school drop-outs and unemployed youths with assured employment to all the trainees in coordination with the Industrial Training Institute (ITI) of Ramakrishna Mission Vidyala in Coimbatore.

Nearly 68 students have been trained in various trades such as turner machinist, electrician, welder and fitter.

“We provide theoretical classes for the students from 5.30 pm – 8.00 pm,” said the Principal of ITI, G Murali and added that they are not able to meet the requirements of skilled technicians in the industry.

This programme is conceived to cater to the needs of the industry.

“Manpower is the need of the hour,” said Chairman of Confederation of Indian Industries (CII), Coimbatore Chapter, K. Thangaraj.

Industries to Begin Varsity Courses in July

Coimbatore: The Industries which will be awarded the approved institutions status of the Bharathiar University are likely to begin their courrses in mid-July.

Many industries including hospitals have come forward to run the courses.

However, the varsity is keen on restricting the number of such industries offering BU courses to 10 in Coimbatore, said Bharathiar University Vice Chancellor G. Thiruvasagam in a press briefing here on Saturday.

To note, the varsity is planning to take steps to popularize the system throughout the state and in India in a phased manner.

Madurai: Helicopter tourism, which will take tourists from Madurai to various destinations across the southern districts, will soon become a reality with the Tamil Nadu Government giving a green signal to the project.

A decision to this effect was taken at the consultative meeting chaired by Chief Secretary L K Tripathy in Chennai recently. The District Collectors of the southern districts have initiated preliminary work for the project.

With the Airports Authority of India (AAI) giving the green signal for helicopter services at the Madurai airport, land has been identified for setting up helipads at Ramanathapuram and Kodaikanal, two major tourist destinations in the southern districts.

Chennai: The single window counselling for admission to BE / B Tech courses in 247 colleges across Tamil Nadu will be held only in Chennai this year, Higher Education Minister K Ponmudy announced in the Legislative Assembly on Friday.

Until last year, the State Government adopted a distributed counselling procedure, as per which admissions were made in Chennai, Coimbatore, Madurai and Trichy.

The decision to conduct a centralized counselling is bound to put thousands of aspirants and their parents to inconvenience as those from down south will have to spend on the travel to Chennai and lodging there.

Chennai: The Anna University on Wednesday claimed that none of the kith and kin of political leaders and VVIPs had benefited from its recent decision to relax the minimum attendance requirement norms.

A press release from the office of the registrar of the university said that the norms were relaxed only based on representations made by some students on health grounds like 'chicken pox, chikungunya, etc.

The decision to permit certain students to write the university examination waiving shortage of attendance for the even semester 2006 - 2007 was taken at the university's Syndicate meeting on April 18.

Tamil Nadu Government to overhaul Varsity Exam System

Chennai: The state Government has decided to overhaul the university examination system and constitute an experts committee to suggest measures for the purpose.

Bharathiar University makes Diploma Course Compulsory

Coimbatore: All undergraduate and postgraduate students of Bharathiar University will have to compulsorily study a diploma course from this academic year, Vice-Chancellor G. Thiruvasagam told a press conference here on Wednesday.

In order to facilitate this, 23 new courses would be added to the existing 17 diploma courses for undergraduate studies and 22 new ones would be added to the existing 17 diploma courses for postgraduate studies.

He said this had been done in consultation with all the types of colleges. And in order to help these institutions, even the affiliation fees for these courses would be halved. "We were inspired by what the President, A.P.J. Abdul Kalam, said regarding the necessity for introduction of diploma courses in universities."

The scheme provides for fresh registration of such vehicles as School Cabs” and the policy prescribes strict norms to ensure safety of the school children.

The Cabinet meeting chaired by Chief Minister Sheila Dikshit decided that henceforth only registered school cabs would be entitled to transport school children in the Capital as the safety of nearly 1 lakh children who commute by such vehicle was all – important

Following the meeting, the Chief Minister said the new scheme would be open to existing as well new un-registered private motor vehicles plying only on clean fuel and installed with prescribed speed governors. Refund Fees to Students - HRD Ministry

AICTE, UGC Directed to take punitive action against those who fail to enforce the direction.

New Delhi: The Union Human Resource Development (HRD) Ministry has, once again, directed all technical institutions to refund fees and return original documents to students who want to withdraw their admissions.

This has been done to prevent professional institutions from exploiting students from "exercising other options of joining institutions of their choice."

The Ministry has instructed the All India Council for Technical Education and the University Grants Commission to take punitive action against institutions and varsities, including deemed varsities, if they fail to enforce these directions. This could include withdrawal of approval and recognition of erring institutions.

Shimoga: Despite pressure from the Centre, the Karnataka Government has decided no to introduce sex education in elementary and secondary schools, Higher Education Minister D.H. Shankaramurthy said here on Sunday.

Addressing a press conference, he said this decision had been taken after the issue was discussed with Chief Minister H.D. Kumarasamy.

“The contents of the sex education book, issued by Human Resource Development (HRD) Ministry, had some portions which were vulgar. These pages cannot be opened in front of anybody,” he said.

Court Directive to CBSE Schools on Class XI Admissions

Chennai: All Central Board of Secondary Education (CBSE) schools in Tamil Nadu should display on the notice board details such as the number of seats available in Class XI, applications received, selection procedure and the merit list of candidates, the Madras High Court has ruled.

Accepting as set of guidelines submitted by the Centre to regulate admissions to Class XI and prevent the First Bench comprising, Chief Justice A.P.Shah and Justice Chitra Venkataraman, said, “As an interim measure we direct all CBSE schools in Tamil Nadu to follow the guidelines submitted by the Union Ministry of Human Resource Development and the CBSE.”

Vice Chancellor for Research to Assess Impact of Biotech

Research will generate information on benefits, costs and bio-safety issues, he says.

Coimbatore: The Vice-Chancellor of Tamil Nadu Agricultural University, C. Ramasamy, has called for a “rigorous scientific research” to assess the socioeconomic impacts of biotech products on agriculture.

Inaugurating a workshop on Policy Research in Agricultural Biotechnology in the university recently, he said agricultural biotechnology was a strategically significant tool for improving national food security, raising agricultural productivity of crops, declining water availability and other biotic and abiotic stresses.

The research would generate information on the benefits, costs, distribution of benefits, consumer preferences, bio-safety issues and regulatory framework associated with biotechnology for informed decision-making.

Uncertainty over Admissions Ends

Elite institutions to admit students like last year

New Delhi: Ending a three week-long uncertainty, the Indian Institutes of Management and other Central educational institutions were on Friday asked to limit their intake for the 2007-08 Academic Year to last year’s capacity, pending the final verdict from the Supreme Court on reservation for the Other Backward Classes.

This directive from the Human Resource Development Ministry came after it was cleared by Prime Minister Manmohan Singh. Earlier, HRD Minister Arjun Singh had a meeting with the United Progressive Alliance constituents and supporting left parties.

No central instituting could begin admissions until further communication from the Government “in respect of the seats that are proposed to be expanded during the coming academic session.”

Psychological Tests for Selection of other Army Ranks

Bangalore: Faced with fratricidal killings and suicides, the Indian Army is to introduce psychological personality tests in the selection of other ranks (ORs). The tests, which will be introduced from December, are aimed at eliminating candidates with psychological and personality problems from joining the Army. The Army has an active troop strength of over 1.1 million and is the second largest in the world.

Hitherto psychological tests were only used in the selection of officers, with candidates seeking to enlist as ORs only being checked for their broad physical attributes and rudimentary communicative and literate skills. But a marginal increase in the number of suicides (nine out of one lakh troops) and fratricidal killings, especially among troops posted in the forward areas or in areas where the Army is involved in low intensity conflicts (LIC), has prompted the Army to ascertain the social adaptability, social concerns and emotional quotient of candidates before they are recruited.

More Officers Quitting Armed Forces

New Delhi: The trend among armed forces officers and defence scientists seeking voluntary retirement is on the rise, the Lok Sabha was told on Thursday. Over the years, more personnel are being discharged from service on account of mental disorders, Defence Minister A.K. Antony said in written responses to queties.

As many as 1,275 officers from the Army, the Air Force and the Navy wanted to quit the services last year against 996 in 2005 and 435 in 2004. The trend had been steadily raising in the Army and the Navy while it had shown a dip last year in the case of the Air Force.

In the Army, the largest service, 811, officers sought to quit the uniform last year and more than half of them were allowed to leave.

Indian Institute of Management - IIMs get go-Ahead for Admissions

1,350 Students Likely to Get Seats Based on Last Year’s Reservation Pattern.

IIMs have started sending admission officers following the government’s decision to allow institutions to go a head with the admission process for general and SC / ST category students ITIs, NITs and central universities – covered by the list of 64 institutions which got the green signal – are also expected to follow suit within days. While a formal clearance from the Centre was communicated to these institutions of Friday. IIM-Indore offered admission letters to 180 candidates for its two – year postgraduate MBA course while IIM-Bangalore put up the names of selected students on its website.

HRD minister Arjun Singh indicated that the arrangement worked out between the government and its allies paved the way for admission on 1, 24,377 students across all 64 central institutes. IIMs are expected to admit 1, 24,377 students across all 64 central institutes. IIMs are expected to admit 1,350 students and selected them on the basis of the 2006 –07 admission pattern which provided for 15% reservation for SC 7.5% for ST.

Indian Institute of Management IIM - A Final List Likely Today

Official communication from Ministry to be issued by 11.a.m

Ahmedabad: the Indian Institute of Management – Ahmedabad, is expected to announce the final list of admission for the general seats by Friday evening if the official communication from the Union Human Resource Development Ministry was available by morning.

An official spokesman of the II-MA said the entire system had been “alerted” by Thursday evening and barring any technical problem, the first would be posted on its website “within hours of receiving communication from Delhi.”

The IIM-A was informed by the Ministry late on Thursday night that the official communication, allowing the IIMs to go ahead with the admission minus the OBC reservation quota, would be issued by 11 am on Friday. “Even if the communication was received by noon, the website within a couple of hours barring any technical faults,” the spokesman said.

Court upholds Common Entrance Test (CET) Abolition

Chennai: The legal validity of the Tamil Nadu Government’s policy to abolish Common Entrance Test (CET) for admissions to professional courses was upheld by the Madras High Court on Friday.

Dismissing a batch of public interest litigation petitions challenging the Tamil Nadu Admission in Professional Educational Institutions Act 2006, a Division Bench comprising Justice Prafulla Kumar Misra and Justice J.A.K. Sampath Kumar said: “Abolition of Common Entrance Test does not have the ipso facto effect of lowering the standard. The only effect is that selection is not based on a common platform and therefore, vulnerable to the attack based on the principle of equality. This vulnerability has been overcome by equalization [of marks].”

Common Entrance Test abolition upheld

Chennai: The Madras High Court on Friday upheld the validity of a Tamil Nadu law abolishing common entrance test (CET) for admissions to professional courses.

Aptitude test as prescribed by the Architecture council to continue.

It, however, ruled that aptitude test as prescribed by the Architecture Council shall be conducted for admissions to B. Arch courses.

A division Bench comprising Justices PK Mishra and Sampath Kumar said that the standards in the professional colleges would not be lowered by abolition of CET.

“It cannot be said that the Government’s conclusion that forms the basis for normalisation process is so arbitrary as requiring interference by the court on the ground of being violative of Article 14 of the Constitution,” the Bench observed while dismissing writ petitions from S Aswin Kumar, a student and four others challenging the Tamil Nadu Admission in Professional Education in Professional Educational Institutions Act enacted by the State legislature in December.

New Delhi: All constituents of the United Progress Alliance (UPA) and the supporting Left parties on Thursday agreed to the Government’s proposal to allow admissions in Central educational institutions, including the Indian Institutes of Management and the Indian Institute of Management and the Indian Institutes of Technology, as per the 2006-07 intake for the coming academic year.

The proposed increase in capacity has been put on hold, pending the final verdict of the Supreme Court on reservation for the Other Backward Classes. The UPA Government secured support for this decision at a meeting convened by Human Resource Development (HRD) Minister Arjun Singh here.

He met Prime Minister Manmohan Singh to communicate the decision.

Government gives Nod for Admissions to Elite Schools

Without OBC quota till apex court decides

New Delhi: Putting an end to quota suspense, constituents of the Congress-led UPA and its Left allies today gave their Nod to the government to allow IIMs. IITs and other central educational institutions to proceed with admissions for general, SC and ST categories for the coming academic session without the OBC quota for the moment.

A meeting of the ruling UPA constituents and Left allies, concerned to assure a wider political consensus on the OBC quota issue, backed the HRD Ministry’s proposal to fill the seats as per last year’s norms and leave out the enhanced seats to accommodate the 27 per cent OBC quota till the Supreme Court decides the matter, scheduled for hearing on May 8.

The move comes as a much-awaited relief for thousands of IIM aspirants who future was hanging in balance in balance while the Government and the judiciary argued over implementation of 27 per cent OBC quota.

Fixed Fee Structure for Private Medical Colleges by June 30

Chennai: Fee structure for private unaided medical colleges in Tamil Nadu shall be fixed by the statutory committee concerned on or before June 30, the Madras High Court has said.

On their part, the colleges have informed the court that they would not charge fees for the next academic year till the permanent committee fixed the fee structure.

Tamil Nadu Agricultural University (TNAU) to submit re-drafted Proposals to Finance Ministry

Madurai: The Tamil Nadu Agricultural University will submit re-drafted proposals to the Finance Ministry in two weeks as to how it intends to utilize the special grant of Rs.50 crore allotted in the budget.

“We are redrafting the proposal since the university posals since the university prepared them for a higher amount earlier. The final list will be sent to the Ministry highlighting the focus areas in research and infrastructure development,” C. Ramasamy, Vice Chancellor, told The Hindu here on Sunday.

He said several areas were identified including application of nano-technology for agriculture, purchase of lab equipment for the TNAU’s research stations in the State, mechanization, development of high-yielding varieties in rice, cotton, romato, maize and sunflower.

Salem: The Salem Steel Plant (SSP) constructed a primary school building at a cost of Rs.4 lakh in Tirumalaigiri village, which was adopted by the SSP for developing it as a ‘Model Steel Village’. Delhi Student for Space Program

London: In a rare distinction, an Indian has been selected to work for the European Space Agency’s Student Orbiter Mission, tasked with designing the power supply technology for a moon orbiting satellite.

Karan Goyal, a student from Delhi, is the only Indian among the team at Warwick University, which is working on the design to be launched in 2011.

Mr.Goyal, the final year student of M.Sc. Computer engineering, said on Saturday, “I am keen to return home and work in the IT field, either in production or quality line. I will definitely go to Europe later if I get a chance to work on a space project.”

Mr.Goyal’s family is in the computer business in Delhi.

A University spokesman said on Sunday that apart from working on the power supply technology for all devices in the Moon Orbiting Satellite, “the team is engaged in a very specific supply requirement by the Astronautic Research Group.”

Centre to Modernize 1,396 Industrial Training Institutes

Pudukottai: The Centre will modernize 1,396 industrial training institutes (ITIs) across the country thorough a public-private partnership initiative, Union Finance Minister P. Chidambaram he said.

Speaking at the silver jubilee celebrations of M.R.Arunachalam ITI at Severiarpuram near Thirumayam on Sunday, he said three hundred ITIs would be taken up for modernization and development as centres of excellence every year. Each ITI would be taken up for modernization and development as centres of excellence every year. Each ITI would financial assistance upto Rs.2.50 crore and the Centre had allotted Rs.750 crore for the purpose.

While the State governments, as owners of the ITIs, would continue to regulate admissions and the fee structure, their management would be taken care of by industry / private partners.

Mr. Chidambaram, who went around the ITI premises, said skill development of rural youth was the need of the hour for the economic prosperity of the country.
